Girona, October 15, 2025 – The Government of Catalonia has definitively approved the Urban Development Master Plan (PDU) for the review of unsustainable land along the Girona coastline, known as the PDU of the Costa Brava, introducing measures that result in a significant reduction of building potential in the area.
The plan establishes the declassification of 86 developable areas — covering a total of 916 hectares — which will no longer be buildable and will return to being part of the network of open spaces. This measure prevents the construction of around 11,000 housing units that were previously projected.
In addition, 56 other developable areas — totaling 559 hectares — have been modified. These areas had plans for 6,830 homes, but under the new regulation, building capacity has been reduced, preventing the development of nearly 4,000 housing units.
According to the Department of Territory and Sustainability, the overall goal is to create a more sustainable urban growth model along the coast, protecting the landscape, limiting urban pressure, and strengthening territorial planning.
Environmental organizations such as SOS Costa Brava have welcomed the declassification of land but consider the plan still insufficient, particularly in municipalities excluded from the review or in sensitive areas that have not been fully protected.
